NZQF（New Zealand Qualifications Framework）是新西兰的学历评估框架，不论是新西兰本地学历还是海外学历，均会按照此框架来划分一个等级(新西兰本地学历无需进行NZQA评估)，NZQF一共将学历分为10个等级，NZQF Level 10为最高，NZQF Level 1为最低。申请人的学历只有被评为NZQF Level 10 ~ NZQF Level 4时才被认为是有学历加分的等级。

新西兰对于海外学历的认可分为两种：一是免评估直接认可，二是需通过NZQA评估（类似于加拿大WES）。
以下情况的学历，必需进行NZQA评估：
申请人未持有一个学位证书（学士学位证、硕士学位证、博士学位证）
申请人的学位超出以下学校中所注明的毕业年限范围
申请人的学位颁发学校未出现在以下免评估清单中
申请人是研究生文凭
申请人是本科学历（未取得学士学位的大学本科学历）
申请人是大专学历
申请人是成人教育学历
申请人是广播电视大学学历
申请人是成人高等自学考试学历
申请人是国家职业资格证书（人力资源和社会保障部颁发）
以下大学为中国大陆地区免NZQA学历评估认证，可直被新西兰移民局认可的大学学历。
B指Bachelor Degree(学士学位)
M指Master Degree(硕士学位)
D指Doctoral Degree(博士学位)
年份是指该范围的学历可以被认可。

申请新西兰NZQA认证（评估）步骤：
第一步：登陆NZQA网站，注册会员
第二步：登陆并进入申请页面
第三步：填写网申资料
填写相关个人资料，认证目的、学习经历、工作经历等；
信用卡来完成付款付款有三项：
A. 申请费$730NZD(必须)；
B. 加急费$395NZD(可选)；
C. 回邮快递费$40NZD(必须)
支付完申请费后，系统会自动生成一个cover sheet，上面包含了整个申请的信息。需将其打印出来并签字，最后将cover sheet连同全部材料一起寄到NZQA(NZQA地址见cover sheet)。
填写的信息中涉及的相关资料需全部提供，如：成绩单原件、学历公证书、出生公证、身份证或护照复印件、工作经历证明等，所有的材料必须有翻译件，每份中英文材料需复印一式两份。
NZQA学历评估认证时间通常为2-3个月，有时甚至会超过半年，主要是NZQA在验证申请人相关的学历或工作经验信息时，会通过调查函的方式与发证学校或工作单位联系，如果调查函得不到回复，会影响评估的时间。
